Siteocity hosting offers affordable web hosting and very good uptime. The cheapest plans are the mini-city plans, which start at $24 per year. Payment is accepted through any major credit card or via PayPal. If you are just starting out in web development, then this is the plan for you.

Uptime has not been a problem for me at all, I never noticed my site down at all. Customer service is superb; when they say 24/7 live support, they really mean it. They helped me solve a problem I had at 3 am (minor problem accessing ftp server).

The only negative thing about Siteocity would be that the bandwidth limit is easy to exceed if you are on one of the cheaper plans (the mini-city plans). If you are well aware of your bandwidth usage, then this isn't a major problem.
