I've only been with 1and1 for a little over a week, but I have done a lot in that time and been pretty satisfied. They offer a lot for the money!
Control panel is Plesk, not cpanel X. Each has pros/cons.
phpmyadmin was buggy one day, but support acknowledged they were having problems. It was fixed next day.
Had trouble directing external domain to them. Support gave me a HINT which helped me figure out how to fix (set up in 1and1 control panel), but certainly did not tell me exactly how to fix it.
MySQL access via ODBC/JDBC is not permitted :( That should be made clearer up front.
Most hosting includes free domains (which you own and can transfer out) and subdomains which work seemlessly. Domains may be transferred to them for $10 and are $6/yr after.
Six month payment up front, can cancel at any time with PRORATED REFUND :)
